Yes. Hotels and restaurants usually have their own rules about what can go on the walls and when outside vendors can enter, so tell us which one and we will check before you pay for anything. Restaurant table setups are smaller and quicker than room setups and priced accordingly.
Air-filled latex and foil balloons will hold for two to three days indoors, so an evening is comfortable. Helium floats for eight to twelve hours and starts sinking after that. For an anniversary setup we generally build air-filled, so the room still looks right the next morning.
